Hi,
kentr here.

If it were me I would start with a frame that is close to what you want, that is free or $10, use recycled 26"
aluminum wheels, also recycled, then spend the money on the stuff that wears out anyway like new seat, tires/tubes
cables, grips and accessories. paint is mostly time,surface prep, so paint, if wanted.

I do happen to have a Peugeot step-through frame that was headed to the metal bin up at the local transfer site.

It is only a welded steel frame, but the price is right.
Still has the brakes on, center pull on brazed on posts. also have some 26" wheels, stem, seat post.

Will not have seat,tires/tubes, cables, grips or shifters.
