Also note, many organized tours I have looked into in the past offer varying levels of service, everything from self guided where the operator basically sets a route, make reservations, give them the equipment and send them on their way, all the way to fully supported tours with luggage transfer (i.e., the people are just biking, not carrying their goods) and staying in nice hotels. Might be worth looking into offering a couple different levels, again depending on your demographics.
I thought the OP was pretty clear, "travel company.. offering cycling tours".. but I think she might have been better off posting in the Road Cycling forum. So yes, I think it's pretty certain she's talking about what you describe in your second paragraph. Eg. stuff like this:

The Touring forum.. while it may be supposed to cover this topic, is mostly all about self-supported riding (racks, poop shovels, sleeping bags, panniers seem to be the primary topics).
