Folks who wash their chains often fail to rinse or dry properly. Drying is very important because lubes get to where their needed inside the chain, by capillary action. If the chain isn't completely dry, it wicks the lube about as well as a wet towel would. So the newly applied lube sits on the outside until/unless you then wipe off the "excess".

Every time I clean a chain, I'll let it hang dry in the sun for a few hours before applying lube. The process takes a little longer, but the chain gets completely dry.
