If you are big enough to have an HR, someone is performing that role. They have to. Someone is doing payroll and handling benefits.
We have 600 locations (stores) but how we are structured doesn't make it vital we have an HR. I did find a place on our internal site were people have started "clubs" and I'll look to see if one is close and contact them, or start my own.
