Good for Philly. The OP asked how to get more women on bikes. Women specific clubs are the number one way.

Women want to ride with other women. When they see happy women enjoying themselves they want to participate too. It is as simple as that.

This model is also what got lots of black people into cycling in Atlanta. Their rides are huge. They are open to anyone but it is no secret that it is a predominantly black club and they actively promote cycling as a sport and hobby within the community.
