Loctite, torque specs, and post slippage

A few months ago I bought a Salsa seatpost clamp. It has some Locktite on the thread of the tightening screw. If I torque it to the spec (I think it is 5 N x m, but I would have to double-check), the carbon post (in a steel frame) slips sligthly. I've put carbon assembly paste on, but this hasn't solved the problem. It got me thinking that maybe the presence of the Locktite is offering resistance that is preventing me from tightening the bolt enough (while staying within the torque spec), but Loctite actually recommends reducing the torque by 20%, not increasing it. This seems counter-intuitive to me, but I don't want to ruin my seat post to find out.

As far as I am aware, I did not experience this issue with the original seat post clamp.
