Yes both cranks are moving together, so when you move one the opposite moves as well.

The cotters are solid. It's the main shaft I think that is loose.

Nothing to do with your crank/cotter pins is that your rear tire is badly "dry rotted" and really should be replaced soon. It's the front tire that is the more concerned one too. Yes I have had to use that as a stop gap until I source some decent amber walled tyres over here in the UK. I bought two off ebay and the grip rubber was so soft the rear tyre has gone bald in less than a year. Luckily I had the original I took off (Raleigh Record) so I have had to put that back on again. If anyone knows where I can buy decent tyres please say!

I don't wear a helmet.
