That appears to be a 3-speed with a twist shifter. The model is the "Sports" according to the decal. I know Raleigh had bikes with that chain guard shape, but I've never seen one nor seen a picture of one on a Sports before. Also, those are not the typical Sports rims -- look like the rims on a late 60s LTD which was less fancy version of the Sports.

I'm not going to guess value because I always guess wrong.

There's a big gigantic never-ending thread here devoted to the old Raleigh 3-speeds and related bikes. If you have the time, you might peruse it. Lots of information and all kinds of pictures. Search for three-speed love or something like that. It's been going on for years and years and there's still new posts being submitted frequently.
