In this case if your tubes go from 28-45 I would probably personally go with the smaller size as far as installing more easily and carrying around in a seatbag. [MENTION=197614]fietsbob[/MENTION] makes a good point as well but generally with tubes with that much range they are more designed to be easier for wider sizes than the minimum stuff. They will work but can be hard to work with.
