To summarize my question, is it 'normal' to require two clicks of the shifter to move the ST-4700 front derailluer from it's fully outboard position (big ring... high limit setting) to it's fully inboard position (small ring... low limit setting)? In other words, on the way down, is it supposed to stop at one of the intermediate "trim positions?"

In practice it seems to working very well, so maybe that is just the way it is supposed to be. When shifting the front from the big ring to the small ring, I am always in one of the "middle" cogs in the rear, so the first shift of the front derailluer works perfectly. The chain drops to the small ring, with no rubbing. If I then proceed to shift the rear up to the largest cog or two, for a steep climb, I then need to operate the front shifter once more, to move it to it's fully inboard position, to remove the chain rub.

This 4700 group set is completely new to me (I upgraded from really old 8-speed Sora), so I was just wondering if someone might be able to confirm whether my shifter is working "as expected," of if there is some minor flaw in it. I can check later exactly how my 4700 works. I can check later on my 4700.

Thanks...

I believe this is normal behaviour. The front mech has four positions. You can go all the way up from inner to outer in one go, pushing the brake lever all the way. The other way, from outer to inner position requires more than one click on the lever.
