Judging by the fender eyelets on the track ends, the fancy-pants lug shorelines, the relatively relaxed geometry and (what sort of look to be) wrap around seat stays, I'm going to guess that it's an older, British, path racer frame. If the price is, as you say, right, then you should go for it. The cinelli finishing tape is just for show, I'd imagine.
