Yeah, I'm not really sure either. Suffice it to say: for the freewheel side of your hub, stickerguy is right, you don't need a lockring. If you're planning on using the FG side, you should do all the other stuff.
edit: the "forget about not needing a lockring" comment is regarding the Chaingang Rotafixa's claim that the method " enables the secure assembly of a track sprocket without having to use the traditional lock ring too." As far as I'm aware, the jury's still out on this one, so better to err on the side of safety, eh?
