Average 15-25 mph? 20-25 mph is the *peak* speed between red light queues. Which is why I'm faster than people driving cars - not because I'm fast, but because they are the traffic they are stuck in. (And that's with waiting at red lights for the green light.)

That is, use ped signal permitted unless prohibited. We would have had something like "BIKE MAY NOT USE PED SIGNAL" signs, sort of like "NO TURN ON RED".

(Another provision that died was making the French Stop (yield on red at "T" intersection) permitted unless prohibited.)

One thing that is sprouting all over in the meantime is the addition of "except bicycles" signs, including under "NO TURN ON RED" signs.
