your Ciocc can be a good rider but in my opinion not worth trying to restore to its former glory...nothing wrong with Columbus A IMHO.
The chrome on the bike cannot be saved...you can do a clean with aluminum foil and water to make it look more presentable. When you remove the rust there will be steel underneath and it will need to be waxed or clear coated..it will never look great but might be passable for a rider.
As others have mentioned the aluminum can be polished to a great shine...hmm is it plastic coated never heard of that group?
I can't tell much about the frames condition but I suspect it is still solid unless there are rusts throughs...lightly tap the frame and listen for some thunks or soft spots, you will notice them after a little pinging on you own...hard to explain sound etc.

In any event, I would say given the condition 100.00 to a little more might be where I would be at and that would be a stretch unless you put all new consumables and give it a lube and major cleaning.
So it depends on what it is worth to you and what you intend to do with it.
