Yes, the freehub is a modified blended freehub.

There was one small wheel manufacturer that was modifying Campy 9/10/11s freehubs to take a 10T small sprocket.

I believe it just involved grinding the outer rim of the freehub, somewhat like Shimano did when they went from 12T to 11T freehubs. But, they stopped at 10T without going smaller.

I'd have to dig around my archives to find the company that was doing it.
