What's on the bike's other decals? Any indicator of tubing type, or "made in ____"?

The brand on the downtube might be a private label. The serial number, if it matches any known formats, might help you identify the frame's maker.

I can't tell from the pic -- is the rear derailleur mounted on a claw?
