For my suggestion; Increase the gear selection within the cassette. Then, choose the most tooth count possible for the largest sprocket in the cassette while trying to obtain a sprocket with at least a 12 tooth count at a minimum.
Should it come down to favoring which, take the largest cassette with the most tooth count while staying with a 14 tooth smaller sprocket.
A new derailleur will likely be needed.
