Did you keep the spokes in their same position when moving them to the new rims, or did you tear everything completely apart and relace the hubs from new? I would expect you to have done the former, but if spokes are in new positions, perhaps that could cause some new noises.

Regardless, spokes making noise at the crossing (or at the eyelets if present) doesn't indicate a serious issue, it's just a possible annoyance.

I would try to contact Kinlin or a supplier for advice re: tensioning with tire on or off. I emailed Kirk Pacenti about my rims, and he was very clear and helpful about how their max tension rating was to be used.
