It's a paraphrase of a definition I have to be aware of in the course of business - concerning the permissibility of different types of signs (a matter of zoning).
It's still not how it's understood to work.
It would be very unusual for a business to not have some control over their advertising.
Advertising (adding logos to objects) isn't something that businesses expect other entities to "volunteer" to do.
