The balls should ride on the inside of the cup, the reverse of your pic. Otherwise, the base of the cage will interfere with the balls contacting the cup. I learned this from installing headsets. Your way seems obvious, until it doesn't work, and you think it through. That ring,the base of the bearing cage, will slide in past the ridge on the spindle, and there will still be good contact. When you try it you will see what i mean.
