Bikes: Road and mountain tandems, single bikes too.

Will share an experience on the subject. Just a data point to consider

Drove to a race with bikes on fork type roof rack. Both carbon bikes, carbon forks. One with aluminum dropouts, one all carbon fork with carbon dropouts. Huge Santa Ana winds start blowing. Long story short the carbon dropout forked bike snapped off at the dropout and ended up swinging from the rack by the back wheel strap.
The young lady who ownes the bike is the one who mounted the bike on the rack so I have no idea on particulars how tight etc.

Carried many, many carbon bikes with carbon forks thousands of miles no issues but all had aluminum dropouts except this one that snapped off.

Carbon dropout may have been cracked before, may have been defective, may just not be up to the side loads from the wind.

It happened, so it is what it is.
