That's interesting that the cups snap right in. It must have made assembly much easier for the manufacturer. I would say over 30 years is pretty good longevity for a headset, even if the cups we're metal.
You've got the little roller bearings each sandwiched between a couple of metal races so it's not like the bearings are rolling on a plastic surface. No matter that the idea seems odd, can't argue with successful long term service, unlike some other plastic bits on bicycles.
