Don't hold me negative on what I'm about to say because I really do respect this Schwinn model, obviously your thread title catches my interest.
Firstly, there's not much dollar value, collectability. They made tonnage piles of them.. meaning not rare. To restore mostly at the basic budget equate parts plus whatever you factor labor, may exceed value when done. That's bleeding valuation.
That said, only you can decide what's it worth by having it. Will it be a novelty drag it out of the shed for occasional use or frequent rider?
As for myself, I have a 1966 Racer model. Acquired free, all original but most everything needing major attention. I already knew going in wouldn't ride, even after a preservation project. Also, refer to my 2nd paragraph.
But, I chose a different route, and really have made it a practical, absolutely fun and often ridden bike... Loads of vintage character. What I did was strip it and box away the parts. Left the frame as is but for clean and coat with wax. Installed 700c wheelset and went fixed gear. Longer seat post, change of stem and bars to fit me. Added some interesting vintage bits and time to roll. Love the bike.
Had I left it or preserved to its original 3 speed 26in., highly doubt would bother riding it. Again, this may not agree with others or Schwinn collectors.
