Do a 700c and a threadless conversion on it. Once you do that you can find a Carbon fork from Ritchey and possibly others in 1" threadless and easily find stems or shims for 1 1/8 threadless stems. However the bike might not be worth putting that sort of money into it judging by the components you mentioned. A 700c conversion probably wouldn't be as bad because you can find brakes and wheels fairly cheaply and there are 1" threaded forks maybe not light but cheap.
