I got it and paid 100 (should have probably negotiated further, but oh well) - but I don't mind the scratches too much.
The bike seems ride able as is , but I'll be taking it to my LBS to get it serviced just in case I'm missing something completely obvious and completely dangerous.
I don't think this can be restored to anywhere near "mint" by myself; so I'll just ride blissfully for now - although I do have a certain interest in perhaps trying to patch up the paint and get acquainted with bike anatomy through this one.

*I will say, the Univega posted above would've probably been a better buy, but by the time I heard back from the seller it was too late...
Side note: for some reason everything in Manhattan/Brooklyn/Queens is at least 100 USD ... I spent a couple of weeks looking and didn't find anything below 120 that was actually rideable as it was.
