Instead of hand waving I think you need to look at the actual data.
In fact, the increase in miles driven between 2009 and 2016 does *NOT* explain the large increase in pedestrian deaths.

Pedestrian Deaths (Adjusted) = Deaths(year) / (MilesDriven(year)/MilesDriven(2009))
