I'm having troubles envisioning what is happening.

With a wheel in the truing stand, one side will be heavier than the other. For example without the tire on, the wheel usually stops spinning with the valve hole up. With the tire on, it may be reversed with the valve down.

There may be some back and forth rotation until it reaches a stopping spot. However, it shouldn't ever reverse more than a half a turn or so.
