The bearings are maladjusted.....too tight. If you remove the wheel and turn the axle by hand it probably feels notchy.
Disassemble, Clean, re-lube with appropriate grease, re-assemble and re-adjust. Err on the side of a little loose, vs a little tight.
This was what I thought it was at first and I tried loosening them and even loosened them to the point that there was play in the wheel, but still the same result.
