Velocity has a wheelhouse in house and they have actual builders building wheels. I don't think even their own cheaper built wheels are machine made. I could be wrong on that but I think all of their stuff is built by hand.

Peter White is a wealth of knowledge and a skilled wheel builder. Bill Mould is also a great guy to talk with as well, he built my touring wheels and they have been fantastic and I am not a lightweight and I don't go lightweight on my gear neither. 32 Sapim Strong Spokes and Secure Lock nipples on Paul hubs laced to WTB Frequency CX rims (Disc) granted you cannot get the Paul rear cassette hub but Phil Wood or White Industries or Chris King or Industry Nine (who used to make the freehubs for the Paul cassette hubs) would be acceptable options.
