throughout all of Latin America (that I have visited) , due to the more rudimentary plumbing systems, to avoid clogging by toilet paper, when you wipe your bum, you carefully fold the toilet paper (thats what I do anyway) and put this in the garbage can beside the toilet. Usually there is a plastic bag in the trash can, but not always.
I recall my first time living in Latin America nearly 35 years ago, and finding this kinda odd, and gross, but this is a good example of how as first world people, we are very lucky living where we live for all kinds of reasons, the least of which is having proper infrastructures in our societies. In the sewer systems, water etc, its all about money.
In the 80s, with the exchange program I was on, one of the visiting young guys kept on putting the toilet paper in the bathroom trash, which for the host family was pretty darn confusing until it was explained to them, and he finally changed his habits.
