What needs fixing, the rim brake track or the tire's ability to seat well? To my eyes I'd say it's the "bump" "bump" "bump" of the rim blip squeezing through the pads when braking. These can often be made better (note I didn't say are fixable) by using some sort of pliers to squeeze the blip back a bit. Bicycle Research had a special plier for this that had a long jaw and a short jaw. The short jaw is centered on the blip and the long jaw prevents the other side of the rim from being deformed inwards. Anybody's Bike Book tells of using channel locks and pop cycle sticks. I'm real sensitive about my braking action and would start budgeting for a replacement. Andy
