As both a builder and painter I also vote for prepping 1st before painting. It is easy to do a little damage to a fresh paint job. Also I want to make sure everything is ready to ride before painting and sometimes one can find issues that need correcting during the face/chase work. I use a knife for a little paint removal like on the ends of the head tube for example before installing components.
