Yes, and no thanks to the right wing parties currently in charge for that. I remember from about 15 years ago my brother had just bought a 'company bike', some tax scheme made his employer pay for 90% of the new bike's price. He would have biked (or walked) to work anyway, and it wasn't a big loss to cycling when this tax scheme didn't survive a regular round of budget cuts. Only the tax cut per km is new, it only makes sense to stop favouring the car over the bike if you want people to bike more but it won't get people who do a 50 km drive to work cycling, and with 10 or maybe 20 km of cycling, it isn't that much of a financial incentive.

I see this as a part of this government's policy to make CO2 reduction and congestion a matter for the citizens to solve while the businesses can carry on like they've always done. Tweaking the tax system a little is as easy and lazy as it gets. The solution is probably in the train, fast E-bikes without endangering other cyclists and train/E-bike combination to greatly increase the distances that can be covered without a car. But the government is ideologically committed to the bizarre fiction that the train is working best in a 'free' market environment. There are many other possibilities, and allthough I'm not opposed to this, it hardly qualifies as a plan.
