I sew a bit myself and I've done that with a few of my jerseys...both ways. I currently wear LARGE. Had a couple that I grew out of...but were otherwise in good condition...and I added narrow panels to slightly increase the size to fit me. And, purchased a couple that were XL and decreased the size. Not a difficult task really.

I cannot agree more. I recently discovered a tailor in my neighborhood. The guy’s a maestro on the sewing machine. He’s altered a few things for me and IMHO it’s money well spent. He even adjusted the fit of my leather motorcycle jacket. His prices are incredibly reasonable. Wearing tailored clothes is a nice, surprisingly affordable little luxury. Highly recommended!
