Is there really nothing you can about a cracked one, short of taking it to a good welder for expensive repair?

I saw a Wabi Classic frame for sale locally, in my size. Owner is asking a mere $50 for it, because it's cracked. The crack runs circumferentially around the seat tube, between the clamp and the top tube joint. It goes both sides of the slit at the back, a few centimeters in each direction.
