OP,
If tubies are not glued on I would not be riding it...if the tire comes off the wheel it could have serious consequences for you and your new ride.
Now that you have a bike you should have a better idea of what you are looking for and may be better at spotting a good deal when you see on...in Los Angeles many of the bikes you mentioned would have been gone in a day or so.
