If the waterproofing can be done at home instead of a factory, I highly recommend Lone Peak panniers. They're made in SLC and last a long time. When I had mine for touring, I first sprayed them with shoe waterproof spray and then lined the clothing sections with plastic bags. The problem with Ortleibs is that they aren't sectionals (for those of us who need organization).
