Based on the Portacatena dropouts, front derailleur braze-on and decal style,I'd place this circa 1982-1984.3, maybe 1984. It could be a Racing or Tre-Tubi, though the presence of a Columbus decal on the fork suggests the former. Still, given the availability of Columbus reproduction decals, I'd be checking the inside of the bottom of the fork's steerer tube for the presence of the five helical ridges indicative of a Columbus steerer tube.
