We had a basic unit like this at work. The front wheels didn't steer; the bars were fixed to the cart, and the 'tail' would swing to provide the steering.
A single seat jogger or bike trailer would probably be a good base, but you'd want the biggest wheels you can find on it.
Would be wide, though. And heavy.
