If it's a lesiurely thing for 20 mins - don't bother with shoes and pedals...
More than an hour? I'd give the special shoes and pedals a think over... but I know $$ is tight...

Just get a good solid flat-bar road bike with skinny tires [makes it easier for you to ride ]

You shouldn't be paying more than $600 for this kind of ride...
