Bikes: Fuji Touring, Novara Randonee

Tarp on the back of a car is going to add drag, and at highway speeds you're likely to tear the crap out of it.

I'd just put the bikes in the back of the RV. It wouldn't interfere with riding or driving that I could see, it stays clean, the wife stays happy.
