Rim width, Tire Width and rider weight

I'm fixing up a bike for a rider that is 6'1" and 250+. It's an older 126mm 6 speed bike that needs new wheels.
I'm looking at a couple of wheel sets - one uses Sun M13_II rims and the other uses Weinmann LP18 rims

The I.D. of the Sun Rims is 13mm and supposedly can handle tires up to 32MM and the I.D of the Weinmann LP18 is 13.6 mm and can handle tires up to 28mm.

I like the M13 II rims, as they have eyelets and are a close match to the original Alesa rims, and I think a 28mm tire would be a good choice for this rider's weight.

Are there any draw backs to running the 28mm tire on a narrow rim like the M13 II? I want to make sure this is a safe combination.
