Tubus Disco is a relatively tall rack, and the one pictured is likely the taller (405mm) 700c version. The 26" Disco is 30mm shorter (375mm), which should still clear a fendered 650B wheel. Mounting a 26" Disco directly to axle will close the gap between rack top and wheel. Tubus racks can be purchased from Euro sellers and shipped to USA.

Tubus Cargo Classic 26" (362mm) will fit some 700c fendered bikes (my Surly Disc Trucker for example), and should also clear a smaller diameter fendered 650B wheel.

Tubus Logo Classic 26" (370mm) is a bit taller than Cargo 26", but features a secondary rail 65mm below top rail, which should fit a fendered 650B wheel while carrying panniers at lowest point possible on a Tubus rack.
