I think you're also making assumptions about cycling safety here. I might not argue it's unusually safe, but I don't think it's unusually dangerous, either. One useful side effect of congested traffic is that it is slow.
Exactly. Assuming we are just here for the money is extremely narrow minded.

And yes, the speed limit in the city is now 25mph. Not always respected, but I know a lot of cabbies and "ride-sharing" drivers are scared to go too far over because of the consequences it could have on their livelihood (and it actually makes things kinda fun on certain stretches of road where you know they are trying to keep right at that limit, and you can try to keep up with them on your bike).
