There seems to be plenty of studies about squirrels and their reactions in the face of danger. It does seem like they have a short reaction time compared to humans ( at about 0.7s).

But in the short amount of time searching, I couldn't find any relevant material why they freeze in front of bicycles and cars. Maybe they think we're predators and with their tail-waving signals, telling us they see us.
