What kind of touring are you interested in? That predicates the type of bike, really.

I'm not a fan of the 7500 or other hybrids for touring. The frame geometry is geared more towards style than carrying loads or comfort for distances.

Same with the Norco. That fork on the Norco is crap, btw.

If you have $400-$500 to spend, why not try to find a Trek 520 or Miyata 1000 on Craigslist? I've seen Surly Crosschecks for $300, and Long Haul Truckers for $599... I Stole My Surly LHT

Everyone here will admit that you can tour on anything, even a unicycle, but you'll be better off with a real touring bike imho.
