Scale, the H.S. has lowrider rack mounts and dual fork eyelets, so you could utilize those instead of rack over the front tire. I have my Voyageur setup this way with 4 panniers and its a great touring rig at least for my short trips. Something like a Tubus Tara or Tubus Duo (if the H.S. has the mounts that pass through the fork - I can't remember if its just outside the fork or pass through).
