Paris used to have urinal kiosks in the streets. You put 2 francs in, it cleaned itself up afterwards. They closed them after 9/11 because of vigipirates (everyone knows they can't hold their pee); they also took away the public trash cans and recycling tubs. Don't know if they've come back. In Caen I found a traditional one: a concrete bunker personned by an old lady who took your 2F and cleaned up after you (or not).
