Unless the segments are laps, if you did five-mile "segments" along a route here, they could vary pretty dramatically in time/effort, because hills.
Also, the wind is going to have a way bigger impact on your time than temperature. Anything in the 65-80F range, does it really make much difference?
On the scale of 8s across 20 miles? Yes, yes it does. Less than the increased wind, but 65* should be faster than 80*, especially for a high effort level.
