That's an interesting point. An eighties' study here in the Netherlands concluded that people generally prefer a certain perceived risk level. In short, the researchers showed that if you make driving safer, people will just drive faster to reach the same 'risk comfort level'.
I remember when ABS was widely introduced on cars in the nineties. The main effect was not so much that there were fewer accidents, but that distances between cars at speed decreased because drivers felt safer.
